[Kan-ahead] Fwd: Question to ask

Hello all,
I would like your input on a student I met earlier this week.  He will enter one of our graduate academic programs in 1/10.  He has a long standing problem with tremor.  This condition causes him to have difficulty writing.  At times, it can slow his writing speed and, occasionally makes him unable to write.  It also makes his handwriting difficult to read, more so at times than at other times.
His accommodation request is that he be allowed extra time in which to take his written exams, quizzes, finals etc.  He said he does not need much additional time but, on this campus, we generally allow students time and ½ in order to keep the logistical arrangements easier to manage.  So, I would most likely ask his faculty to allow him that.
My struggle is whether or not he is a student with a disability.  Seems to me that the ability to write is not a major life activity.
But, I would like input from any of you who have the time and inclination to give it.
